Jeff BagwellPresident & Executive DirectorJeff Bagwell is one of the founders of Keystone and has served as President and Executive Director since 1991. Prior to Keystone, Bagwell worked in the mortgage industry for over 13 years. Under his leadership, Keystone has helped more than 4,000 families purchase homes. Bagwell is former Chairperson for Florida Housing Coalition and was appointed to the Governor’s Affordable Housing Study Commission serving for 3 years. Also, Bagwell served on the Board of City of Lakeland Local Housing Assistance Partnership Task Force, Lakeland Affordable Housing Advisory Committee, Consumer Credit Counseling Advisory Committee, Board of Directors of the Tampa Bay Community Reinvestment Corporation, and former co-chair for the Polk Vision Attainable Housing Committee.
Beth NiemeyerVice President
Vice President, Beth Niemeyer provides homebuyer pre-qualification and counseling services. Niemeyer supports homebuyers and lenders by coordinating loan and down payment assistance programs and providing pre-purchase counseling services. In addition to assisting homebuyers and lenders, she oversees all administrative support activities including data management, financial management and record keeping. Since joining Keystone in 1991, Niemeyer’s contributions have allowed Keystone to assist more than 4,000 low and moderate income homebuyers.
Wayne JenkinsProject Manager
Project Manager, Wayne Jenkins has focused exclusively on real estate for the last 23 years as a real estate broker and state-certified contractor. He has an extensive background in finance, market analysis, negotiation, acquisition, redevelopment, and exit strategies for resident real estate. Under his direction, Keystone has acquired, rehabilitated or developed more than 250 properties worth more than $30 million. His responsibilities include project identification, performing feasibility analysis, acquisition coordination, property management, construction management and property disposition. Jenkins received a Bachelors of Science degree in Business Administration and Finance Management from Florida Southern College.
